Shri. K.C. Neogy. The First Finance Commission was constituted under the Chairmanship of K.C. Neogy on 6th April, 1952. Fifteenth Finance Commissions have been constituted so far at intervals of every five years. The recommendations made by the Finance Commission are only advisory in nature. Some recommendations are implemented by order of the President and some recommendations are implemented by executive order. According to the Article 280 of the Constitution, the President at the expiration of every fifth year or at such earlier time as the President considers necessary, by order constitute a Finance Commission which shall consist of a Chairman and four other members to be appointed by the President. Therefore, Finance Commission of India is a Constitutional body.
