Prime Minister being chairman of the Inter-State Council and the members of Inter State Council are; Chief Ministers of all the States, Chief Ministers of Union Territories having a Legislative Assembly and Administrators of Union Territories not having a Legislative Assembly, Six Ministers of Cabinet rank in the Union Council of Ministers (to be nominated by the Prime Minister) and four Ministers of Cabinet rank are as permanent invitee’s members.
