2013. Though the issue of 'food security' at the house hold is continuously being addressed by the government since long, through the public distribution system and the targeted public distribution systems the enactment of the National Food Security Act, (NFSA) 2013 came on July 5, 2013. It marked a paradigm shift in the approach to food security from welfare to rights based approach. National Food Security Act legally entitles up to 75% of the rural population and 50% of the urban population to receive subsidized food grains under targeted Public Distribution System (PDS). About two third of the population is covered under this Act.
