All of the above. In the general elections of February, 1977 the Janta Party had captured 330 out of 542 seats and Morarji Desai became the Prime Minister of India on March 23, 1977. Due to having minority in the Lok Sabha Morarji Desai government resigned on July 15, 1979. After that Charan Singh became the Prime Minister with the support of Indira Gandhi (Congress) but due to the announcement of withdrawal of support by the Congress, Charan Singh had to resign on August 20, 1979 without facing Lok Sabha's No Confidence Voting. Due to withdrawal of support of Bhartiya Janata Party, the government of V. P. Singh fell down and on November 10, 1990 Chandreshekhar Rao became the Prime Minister with the outer support of Congress. But his government too fell down on March 5, 1991 after the Congress withdrew its support. Like this H. D. Deve Gowda became the Prime Minister with the support of Congress and CPI (M) but on March 30, 1997 his government too fell down due to withdrawal of support by Congress.
